1998 Honda Civic blower motor issue

Here recently, the blower motor runs on high no matter where the fan selector switch is set, even in the off position.
The fan selector switch also controls the on and off functions of the A/C etc, which does work correctly, the relay checks out ok and unplugging the resistor pack terminal has no effect.

Problem solved...

At some point the blower motor was replaced and they did a shoddy job connecting the wires together, which caused the the motor to connect to ground at all times, causing it to run on high even with the switch in the off position. I have included a wiring diagram in case anyone needs to troubleshoot a problem like this in their Civic.
