98 camry code

I have a 98 camry and got a egr code po401,runs fine .besides cleaning out and testing egr what else would be good to do while egr valve is off.Any other things that commonly set that code in these cars?
it did have a lot of carbon build up but is clean at egr intake .
any info is appreciated.

these are bad about the modulator valves going bad. they are the plastic disk with 3-4 vacuum hoses going to it(one leads to the egr).

i took off the vsv vac switching valve and saw the filter had broken off .i cleaned it out and blew thru it it blocked air.After reinstalling and restarting i could blow thru it again-as u can a new one.
.does this mean the diaphram inside vsv is working properly?
does the broken off end filter have to be on it for the code not to set?
I still get code even after replacing hoses and cleaning out all 3 -egr ,modulator and vac switch valve . noticed not a lot of suction on either end of vsv either ..

I think you were right..i blew thru the bottom of the modulator valve and yes it was not air tight as i blew thru ..so i guess thats why its sending the code ...

do you have vacuum gauge? we need to start a the beging but would be best if have some testing tools.
