Welcome to the forums.

Try putting the key in the ignition and turn it to ignition on.......listen very carefully for the fuel pump to start running. It's in the fuel tank so it'll sound like a hum. It should stop after approx. 10 seconds. If you hear it run.... try cycling it 5 times. See if it will start on the sixth time.

If not.... look at the dash.... do you see a flashing red lock in the cluster ?

jimfh, in WHAT MANNER it does not start?
Does it turn over? Does it try to catch and dies? Or starter won't even crank? Does it try to "catch"?
On car that age, when you run out of gas, there may be possible sediment in gas tank that can come at the fuel pump filter screen and clog it. But even with that, it should be catching, coughing, stumbling, but at least showing some signs of life.

Sounds like flooded engine to me. And discharged battery with corroded connections.
Do this. Pull spark plugs out, take butane torch, pliers, hold plug by porcelain insulator with pliers, and burn electrode white with torch. Do same to each plug, don't burn yourself.
Put them back in.
Also, either borrow a good battery or charge what you have.
See what happens.
You can start "flooded" engine but it requires very good battery, so one way or another, you must have full charge.
Of course, you do not know how to start flooded engine.
You press gas pedal all the way to the floor, and start cranking engine. You do NOT let go of that gas pedal until it starts catching. It may take a few seconds and sound quite scary. Then, when engine finally fires, you let go off that gas pedal right away!
Modern engines start off one- 2 plugs..Then you simply let it run, as it warms up, ALL plugs clear.
