HID Bulb or Ballast 2008 Lexus IS 250

I want to fix my headlight but I'm not sure if it is just the bulb or possibly the ballast. It seems easy to remove the entire assembly but more difficult to remove the bulb only. However one video I saw required the lens to be removed by heating the glue and then accessing a wire on the inside. The bulb that is not working is my low beam. It appears to be round and I believe it is an HID.
Would each headlamp (r & l) have its own ballast and would the ballast be included if I bought the whole headlight assembly?

Each side does have its own ballast.
The whole headlight assembly would probably cost over a thousand bucks.

I see Chinese made online for 200 but I'm not sure if I have to take the whole assembly out to replace the bulb.

The manual should have instructions as well as Autozone repair guides. You may have to remove an air hose or something...but in most cases replacing a bulb is MUCH easier than removing the whole assembly.
