2001 Neon Heater
My Neon recently had a high temperature alarm. When I checked the coolant level it was very low, I had to add 3/4 gallon of 50/50 mix. The engine temperature is back to normal but now my heater doesn't work. The fan is running and I can heater the vent flap moving when I select both the area for heat and the temperature.

You probably have an air lock of some sort. Do a search for procedures for draining and refilling your car. Sorry...no time to search right now.
Do you get airflow...but it's just not warm?

Start from engine cool, rad cap off and fill as necessary with HEATER ON, until fan kicks in 2 or 3 times at rad to let you know coolant is circulating and be sure to top up as you go. After fan has come on/off 2 or 3 times at operating temperature, air should be out. Put cap back on and fill bottle to proper level.

You may want to drain some....but not completely. I'd try the procedures w/o draining and see if it works.

Just be prepared for it to be a bit messy. With a full system as the coolant heats up you are going to get some expansion and the expanding liquid will flow up and out of the filler neck. That would be the logic behind draining off just a bit - less than a quart - before starting.

Sorry, no need to drain anything, just make sure rad is topped up while running with cap off and heater on. Ocassionally rev engine slightlym especially when you begin to see movement/flow in rad from thermostat open, which should occur when temperature gauge reaches normal operating temperature. Keep it running that way until you can feel good heat out the vents. May have to rev slightly when it feels warm out the vents to feel increase it temperature. Once heat is back, top rad up, install cap and make sure bottle is at proper level. Keep an eye on bottle for a couple of days and top it up if needed.
