Trail Blazer fuel door

Trail Blazer fuel door

I have a 2006 Trail Blazer that has a fuel door that is hanging by one hinge. It closes only partially and flops open as you drtve. It appears to have come unattached inside and hangs at an angle when it is pushed closed.

Is it a rust thing, a spring problem, or is there a repair kit? I'd appreciate any ideas on how to at least remove an inside panel or wheel well panel to see what's up.

Is the door riveted on or bolted? I dont remember.. if bolted could have lost one. If there is a plastic cover should be able to remove the fuel cap and I think 3 screws on filler neck to remove the cover.
