Headlight Adjustment

I have a 1995 Honda Civic. The left headlight began to get a little bit low, after it had been fine for a long time. I stuck a screwdriver into the little hole where those funny little teeth are. I tried to engage the teeth and it felt like it engaged, but the adjustment would not move. Does anyone have any ideas as to what is going on here, or what can be done about it?

Those funny little teeth will probably require a torx type external bit to turn the adjustment screw. Of course the rod could be corroded and need a shot of PB Blaster to free it up.
