2001 jetta gls; 2l; 4cyl; drive axle issue

I'm in the process of replacing both 1/2 shafts. The triple square bolts anchoring the inner/differential end of the 1/2 shaft, pass through three, two-bolt brackets. The two-bolt bracket, when lined up with the bolt holes, skirts a raised portion of the mounting surface. I'm using an aftermarket axle shaft & have found that the brackets won't sit flush & line up with the bolt holes, due to a poorly machined raised portion of the mounting surface. When the bracket holes do line up, the bracket won't sit flush with the mounting surface & begins tilting & won't allow for proper bolt insertion. What is the function of the two-bolt bracket?
