One lof the low beam headlights was dull, but high beam works fine , changed bulb, still have same problem with new bulb dull, on low beam, does any have a solution? Thank you! I'm perplexed!

Maybe a wiring connection issue???? Not getting a full 12V to that low beam side????
Check voltage inside the housing/connection where the bulb fits/connects. Then check the voltage at the wiring leading up to & prior to the connection/bulb.
Just a guess.......

A vehicle model number would be a big help so we know what type of bulb you have.
The bulb part number would be helpful too.
There are two many variables.... sealed beam, highbeam and lowbeam bulb, combo bulb.... etc.
