constant flow though AC/Heat?

I have a 2001 Blazer LS 2dr. I've noticed that even when the switch is set to off, I stil get air flow through the vents. Both hot and cold (depending on the air temp setting I have it on). Is this normal. My girlfriend has a 2002 Saturn SL2 and the same thing happens in her car. Any help would be appreciated.

I believe this is called "flow through ventilation" and has been around for about 20 years....

Yes, this is correct.

My 1979, 80, 82 and 84 GM's all do this.

sorry about that. I've never owned a GM until now. My Nissan didn't do that.
