low heat in passenger compartment

1985 volkswagen Jetta. Have replace radiator,
water pump and thermostat, flushed out heater
core. Also checked blend door for proper operation.
Heat comes and goes,

Are the heater core hoses always hot when the heat's on and the vehicle is warmed up? If not, the problem is still in the cooling system. Likely a clogged heater core.

If they are hot, the problem is still inside the car at the blend door.
