Low Heat

1985 JETTA 1.8 LITRE W/AC
If heater core flushes out fine, could it still be cause of low heat
in passenger compartment? Blend door seems to be opening all
the way on cold or hot. Have taken out console and actually disconnected blend door cable and operated it manually.

If it allows free circulation, it should not be a problem...some vehicles have a heater control valve under the hood connected to the heater hose. If it is defective or unplugged (be it vacuum or electrical) it will cause low or no heat. Make sure both heater hoses are getting hot at the point where they enter the firewall. Let us know what you find.
