when I conect the battary the motor starts to turn over. the key is in the off setting?

Short or broken ignition switch

Check to see if the switch is bad. If it is ok, you probably have a short that you will have to track down.

I have also seen bad starter do this, the starter gear was not fully returning and was holding the solenoid open and with key off would create a neg flow thru the solenoid and usually the neg cable battery would get red hot. Took start to local shop that rebuild them, had it rebuild put back on the car never happen again. So if JoeHandyMan suggestion arent the problem, might have the starter checked out. Good luck

It would help if we knew what kind of car we're talking about, as there are so many differences. This is probably a bad solenoid, especially if it's a Ford. If not a Ford, tap the starter with a mallet and see if it stops. If so, change starter.
