84,ss had master cylinder replaced ,,but brakes are still bad help ,,,, like to drive him about town,,,,

Need more information to help.
Possible worn shoes/pads, bad hardware, leaking lines, calipers, fittings, defective master cylinder, etc, etc, etc, etc.
Was the master cylinder bench bled as per the installation instructions before installing it? If not, the pedal will be soft/low.

Bring it back to whoever did the work and redo it all. If you paid soemone to do it, make sure they redo it all and for free. No shop should send a "repaired" car out like that.
The brake light comes on if the parking brake has been set and you are driving or the fluid level in the master cylinder is below the minimum safe level.
Get it fixed right away. It's a hazard like that.

Service bulletin issued for 84 Montes
1984 Monte Carlo’s had a service bulletin involving the rear wheel cylinders. Pull off the brake drum and check to see if the wheel cylinders are making contact with the top of the brake shoes. The bulletin stated that the bore was too large for the wheel cylinder causing it to shift. My problem was on the passenger side and it did shift causing no braking action on that wheel. Also air in the brake line can cause poor performance. They may need to be bled. I AM NOT ASE CERTIFIED.
