'89 Cutlass Tension arm

I need to know how to adjust the tension in the tension arm?I have had it off and changed the pulley but it is still noisy.If I shoot W-d 40 on it the noise quits,for a little bit. Seems like the arm itself is loose but the bolt is tight. I don't want to break it off trying to tighten anymore on the bolt. Is there a way to tighten for the spring inside? HELP! Teresa

These have been known to wear and need replacing.
It is a very common problem with age.
Best bet is to replace it with a new one.

I assume you mean the tensioner for the drive belt.

These things go bad. Any parts store has them. The tension is factoy set. If there are problems suspected with it, time to replace it.

Sorry I forgot to specify the tensioner.(or tension arm as trobe refers to it.)
