1990 HONDA ACCORD STARTS FINE,IDLES WHEN COLD AT ABOUT 2000 RPM. WHEN THE CAR STARTS TO IDLE DOWN IT REVS BACK UP THEN DOWN AND UP AND DOWN UNTIL THE CAR IS ALMOST WARMED UP THEN IDLES NORMAL. THIS ONLY OCCURS WHEN ENGINE HAS COOLED OFF OR FIRST CRANKED.

Please kill the caps. No shouting needed .

That being said, start with the links and posts in my signature file.

A dirty throttle body or bad Idle Air control valve comes to mind on your problem here.

While cleaning throttle body try to clean bore and pintle of Idle Air Control.
Your problem may be a dirty or bad IAC.
