Heater was repaired....now when the heater is in the off position warm air still blows, but it only blows warm air while moving. Also, windows freeze up on the inside while the heater is running and the van is moving. Have to sit still to defrost windows.

Do you have the right amount of coolant in there?

Does the air flow to the windows cut out when you start driving? If so, that's usually a vacuum issue.

Check the links in my signature file for some ideas/help.

What exactlywas repaired in heater?
It sounds like an actuator isn't working or a door in the heater box may be jammed.
