air conditioner blows hot and cold air

I have two questions regarding a 1995 Buick LeSabre Limited with V6 engine. When using the air conditioner, cool air blows out the driver side vents and hot air out the passenger side vents. The a/c condensor was replaced about 6 months ago by the dealer because of an accident and this model does have passenger side climate control. Also, after a snow storm the windshield wipers weren't able to go all the way down due to the build up of snow, and now they are stuck there. They do not go vertically farther than they should, but will not lay horizontally as far as they should. Any help would be greatly appreciated.

Bent linkage or wiper arm (or crud blocking up things) on the wiper arms.

As for the A/C, make sure the vents are hooked up. Perhaps something is dislodged on them behind the dash.

Does that vehicle have a dual zone temperature control?
If so without adjusting temp for pass. side it will blow different temp.
