Brakes for 92 Buick Skylark
I need to know:
1. Is it possible to replace front and back brakes on a 92 buick skylark myself?
2. Can I do a tune up as well?
3. If, I can do both, what kind of parts and equipment do I need, where can I find step by step instructions, and can I do it cheaper then a shop.

Depends on your ability, access to tools, timing, patience, etc.
Might want to check the links in my signature file first and decide what you want to handle, what tools you need, what you don't have, etc.
The most helpful is likely www.autolibrary.org as listed below.
However, as I note below, if you're going to do anything extensive, the best manual of the bunch is the OEM service manual.

this is how i learn to do brakes and stii do sometimes do one side at a time where yoou can use one side as a guide. On the tune-up one plug at a time.Just like joe said patience is required.if you feel like you letting the car beat you walk off for a few minutes. Then come back.GOOD LUCK
