Mazda Familia - burning excessive gas

I live in Trinidad, and we import used cars from Japan;mechanics generally use the same equipment to test all computerized cars. I have a Mazda Familia 1995 model (Z-5 Engine) which burns an excessive amount of gas - approximately 295 km per tank of gas. I've cleaned the Injectors a 'thousand' times; and a 'million' diagnostic tests yet the problem continues and no one seems to be able to solve it. Please help if you could, I'm extremely desparate. The same rules apply for all cars and fuel mileage:

1) Proper tire pressure.
2) Do not overload.
3) Proper maintenance. When is the last time it has been tuned up and serviced with all fluids and filters?
4) Driving habits.
5) Mechanical condition of the engine. An engine in poor mechanical shape will not deliver good fuel economy.
