Relay chatter on 99 Calvalier

I have a 99 Chevy calvalier, automatic transmission, and a 2.2L engine. When i turn the key forward, the relay that controls the turn signal, hazards, and ignition will chatter. The fuel system will not presserize so the car will turn over but not catch. I read anywhere from 6-8 volts form the ignition wire on the relay to ground. occasionally, the relay will get the full twelve volts and the acr will run fine. sometimes the car will be runing fine and when you put it in gear the car will kill and the relay will chatter. Any ideas

i would start by checking battery cables and ground cables to ensure they are installed tight and clean if you have a junction block that your positive cable runs to you need to make sure it has a good connection there, you are losing voltage somewhere and it could be a bad ignition switch if the above checks are ok.
