1990 caviler there is a plastic ring in the steering colum where the horn wire twists into does anyone no what this is called i need one

That ring, as I recall, is an insulator for the horn contact. Below (and I think attached) to that ring is a brass contact for the horn. It is round like the insulator and allows the electrical contact for the horn regardless of steering wheel position. Describe what you need to any dealer parts dept, they'll figure out what you're looking for.

Bring the old piece with you to the dealer's parts dept as Dan said and they will look it up in a jiffy on their parts system and get you the part. Might have to be ordered, but shouldn't take more than a few days.
