The bolt isnt catching any threds in the tensioner. Does this mean it needs replacement, and how do I replace it? Does it involve removing the whole front of the motor?

Yes it sounds like the tensioner is shot. They are in stock at most GM dealers. I suggest depending on the mileage of the vehicle it be replaced anyhow so as not to ruin a new belt.

See the autolibrary link in my signature file. It should have the R&R procedure.

The tensioner provides automatic adjustment and shouldn't be tampered with in any fashion.
