carbon build up

carbon build up

please advise me on the most economical way to remove carbon build up on the pistons. my son purchase a 1991, toyota camry station wagon, 6 cylinder. it had been parked for several weeks.
he tried to get it inspected but it would not pass due to this problem.any input will be greatly appreciated.

What are the gas readings?

Larry's got you covered. If carbon is building up like that (how you would know without taking the engine apart is a bit of a mystery to me ), it could be the EGR system, it could be in need of a tune up, etc.
