Plaster patched with cement?

I just removed all the wallpaper from my living room and dining room and it looks as though someone used some type of cement to patch the plaster. There are large areas (2 ft by 2 ft) and along some corners from floor to ceiling. Is this a big no-no? Do I need to remove those areas? Can I go over the cement patches with joint compound?

Are you sure you've got cement? Plaster guys use lime to make the plaster white.

Ah good point. It feels like concrete. I will try sanding it and see what happens. Thanks!
