patching drywall before painting

I am beginning preparation for painting. I have bulging drywall screws. What is the best way to fix this problem? Just sanding smooth or should I dig out the screws and fill the holes or replace the screws and then patch the holes? What will keep the screws from protruding a second time?

Are you sure that the bulges are not drywall nails, instead of screws? Probably are nails, since screws shouldn't bulge with the swelling and shrinking of the studs they're attached to. In any case, I would drive the old bulge in with a normal hammer dimple, put a drywall screw next to and over the head of the existing nail, patch, sand, and paint. Should solve problem.
