reattaching toilet paper holder to studless section of wall

I have a heavy brass toilet paper holder that I cannot get firmly anchored to the drywall. Conventional drywall anchors are no use! I've tried patching and reattaching (even used wood putty once) with no positive results. How do I anchor this holder into the wall?

try toggle bolts or e-z anchors (anchors that have something like threads on the ends) you can get them rated uo to 90 pounds
