I had a leak from my shower. The grout was easy to repair, now I'm on to the ceiling downstairs. The sheetrock tape has peeled away in a 20 inch area. Also there is a water stain. Do I have to cut this whole area out, or can I just spackle it.

No, you do not have to cut the area out, as long as the sheetrock itself is solid. Just re-tape, sand, seal the waterstain (with Kilz or another sander-primer-sealer to keep it from bleeding through new paint), and paint. Good Luck!
