Couple q's (Skip Trowel Method)

I was wondering what is skip trowel method? And what type of coating has least resistance to moisture?

Skip trowel is just that skipping the trowel along the surface giving a flat but irregular finish. Sounds easy but Iv'e never been able to do it well. Enamel always gives the best resistance to moisture, oil more so than latex.
