Question Painted-over spackle

I recently purchased a house where the previous owners did a poor job of sanding spackle/joint compound before painting the walls. They used an epoxy paint and it shows all of the spackle bumps and imperfections. How can I remove the excess spackle in order to prepare these walls for an eggshell-finish latex paint?

It will require more sanding which is a little more difficult since it has been painted. If sanding through the paint becomes too much of a chore you might scrape the bad spots and re spackle. Don't forget to prime all the areas that you fix prior to applying paint.
