texture over plywood wall

I've got a shop I'm converting to a small apartment. The walls are rough plywood that's been painted. I'd like to avoid drywalling over them, and am wondering if it's possible to texture directly to this surface. Can one thin down a product like FIXALL, and apply a skim coat, then roll on joint compound for texture?

There are definitely ways it could be done, but I would make sure first that this is allowed in a residence, you might have to put up drywall to meet code anyway.

Assuming that it is allowed, how would one do this type of wall treatment?
