Top coat sticks to flat paint?

Top coat sticks to flat paint?

I have a lot of walls that I will have to patch for various reasons. The pattern of the top coat texture seems to be from a roller perhaps or a brush. I have tried several times to make the same pattern, but I don't get even close.

I am thinking it is easier to just re-texture most of the walls. Will a topping compound stick on the existing textured and painted (flat paint) walls or must I sand?

Shiny surfaces should be sanded and oily surfaces cleaned. Other than that both joint compound and texture will adhere to painted surfaces.
