plastering interior concrete block walls

I have a house built in the 70's with concrete block basement walls. For the the exterior basement walls I have sealed, insulated and built stud walls (on the inside ). For the internal concrete block walls, I need some advice on the best way to re-surface them.
The cinder blocks are really thick around 10" and are structurally sound, no cracks. These walls are not cold or damp as they are inside the heated basement. They just look bad. they have been painted at some pint in the past with regular paint.

If I was a master plasterer, I could just skim them with 1/4" of plaster, but I,m not. so how can I get a smooth hard surface which I can paint ?

You could glue on drywall and finish that.
