How to fix this wall?

Hey guys, newbie here.

I need to fix this room's walls, but I have no idea of where to start. I don't have enough money to look into whatever is causing the problem so for the moment I'd just like to have a temporary solution to make it look acceptable. Pictures (sorry for the bad quality): picture 1, picture 2, picture 3. The four walls are in the same condition, looks pretty awful. If you could give me some pointers, that would be great, thanks.

Welcome to the forums!

I'm sure you know if the cause of the peeling isn't addressed - it will likely peel again

To dress it up all you need to do is coat the affected areas with either a solvent based primer [like oil base Kilz] or Zinnser's Gardz. Once the primer is dry apply a thin coat of joint compound, sand when dry, reapply j/c as/if needed, prime and paint.
