Stucco over painted concrete wall?

Stucco over painted concrete wall?

I need to apply a layer of stucco over a concrete block wall.

Problem is the wall is painted with exterior acrylic paint (several layers over time).

I have already pressure washed the wall and removed some paint, and tried to scrap more off but still have large patches that are stubborn and not coming off.

Can I just put stucco over it or this is asking for trouble?

I've painted several dozen houses in fla where they applied stucco over painted block. They applied a bonding agent first. I don't know how well it held up long term.

Paint the whole wall with WeldCrete by Larsen's products. There are other brands. This will even the suction between the paint and clean areas and assure a good bond. Frankly the bond is only as good as the bond of the paint to the concrete blocks but if you have pressure washed and scraped and gotten everything that was loose you can probably trust the bonding agent to work.
