trying to to match this design. Is there a specific technique that is used?

Looks like a knockdown variation. Can you post another picture from a little further back?

Looks like knockdown to me also. Hard to tell how big the splatters are from that pic. Normally a splatter coat of thinned down joint compound is sprayed on and then knocked down with a wide knife. How thin/thick the j/c is along with how soon/long before it's knocked down determines the exact texture. How big of an area do you need to texture?

Put a coin in the picture for scale. This looks like it might have some aggregate in it. Maybe som fine sand in the base but not so coarse as to make th spots sandy.
