Wallpaper Damage to Sheetrock

When we removed the wallpaper on sheetrock, it pulled the paper off of the sheetrock in certain places. Now we can not get anything to stick to the holes (places where the paper came off of the sheetrock. We have tried paint, and we have tried wall paper, but the inside of the drywall keeps these products from sticking. How do we get things to stick to these bare spots in the drywall?

You don't say how large the damaged areas are with the sheetrock paper surface missing, but in lieu of replacing the damaged sections, you might try sealing them with a good sander-primer-sealer like KILZ or Benjamin-Moore S-P-S, and then smoothing them out with spackling compound.
