What kind of floor for dog run?

Hello, just thought maybe someone here could help my mom? Ok, she had probably a 20x20 dog run fenced in her back yard. Problem is that the dogs still get very muddy and track it in the house. Mom's bf put a steel roof on it, seems to work a little but not well enough. Mom is considering concrete, anyone know what the cheapest/ best way to do this?

Concrete is a good surface, easy to clean. Many commercial kennels have concrete floors.
