Cat Peeing
We have an older cat (14) had her since she was a kitten. She uses the litter box however when we moved into our house she started to pee on the basement rec-room carpet. I cleaned and cleaned the carpet which made the matter worse. I used an enzyme based cleaner. I think the prior owners had animals. We have since tore out the carpet and underpad. She now goes pee beside her litter box, even when it is clean right on the cement floor.
Question is we have new carpet that i havnt installed yet, do you think she will go back there if we lay it down? Any solutions? Or is this a behavioural problem. Hubby says toss her outside, I cant do this shes 14 and deaf, I dont feel that this would be fair nor safe for her.

Any scent of previous owners' cats or the scent of your cat will attract your cat to repeat its crimes in the affected areas. Sealing subfloor to seal in any odors should be done before installing new carpet. Since cats often spray, there may be odor on lower parts of walls and along baseboards. These will need to be sealed and repainted.
The stress of the move to a new home and the upset of the territory and routine may have taken a toll on the cat. An appointment with the vet is recommended to rule out any underlying health problems.

Thanks twelvepole. She is a fixed female so doesnt spray, she always squats. there are no baseboards as of yet, we just re-studded and drywalled the basement painted the walls and are now ready to install the carpet, i will seal the floor in that area then paint a section of it with oil based cement paint, before laying carpet. Hopefully this will deter her, her litter box is in another non-finished area of the basement so hopefully she will use it. The vet said last summer he thought it more of a behaviour problem, if it persists Im not sure what I will do, my daughter (15) has grown up with her and would be broken hearted if I were to do something.

Older cats often develop urinary tract and bladder problems. I'd take the cat back to the vet or perhaps a different one for a more recent assessment of the situation, especially since you say it has been going on since last summer.
