Neigbors dog
I have a neighbor who has a small dog. I forgot what he said the breed was but its like a mutt.The owner is not all together there mentally. He was in a motorcycle accident that left him a coma for 4 months and half a brain(hit and run drunk driver slammed into him). He leaves his dog outside all day in the 95 degree heat and he has all sorts of stuff all over his backyard cause he collects scrap metal. The dog is on a chain sense he hasn't finished building a little fence for the dog. The dog is always getting tangled up and going under the house for shade and crapping under it. I can't sit outside due to the fly's. The owner doesn't seam to care or just doesn't know whats hes doing. Should I call the humane society but then sense he was in a biker club and mentally ill I don't know what he might do if he find out I'm the one who called. He might not know right from wrong or not care. He hasn't had the dog long maybe a month. There is no food out there and the dog tipped over his water dish.

I hate hearing that kind of stuff.
I don't know why people like that even have dogs.
I for one would call, but anonymously. Are there still pay phones around? You can report it online, too. Maybe that's the best route.

I hate hearing stuff like that too, but what are you going to do? I had a neighbor with a mutt, barked all day, drove me nuts, I wanted to kill that little stinker, Finally I had enough, I called the guy up, he didn't even know the dog was barking, apologized to me, said if he ever bothers you call me, he came over the house the next day, apologized again, came by every night to say hello, turned into my best friend. What are you gonna do? If I was you, I would take care of the dog, feed him, water him, build him a house, get the yard cleaned up. Who knows, he might leave you something in his will, besides his dog.

I agree with Shadie, I would report it anonymously. I would also talk to the neighbor about it. You might just go over and say something like "I noticed your dog knocked over his water dish and I just wanted to let you know" or something similarly neighborly. If you show concern for his not noticing, then it may end up changing the way he sees his responsibility towards the dog.

i have said to him your dog is crapping under the house he responds "I know". your dog knocked over his water dish "I know" etc. i just don't think hes mentally capable of taking care of his dog sense he's a little....off. I also don't want him coming after me. I'm the closet to him so i see the dog outside the most. since he's not altogether there i don't know what hes capable of.

He's not even feeding his cat. I put food out for the other strays around the trailerpark. This cat never liked the food i put out but now it just gobbles it down. I can't put the food down fast enough for the cat. The dog is outside all day. He brings it in at night. It barks when it sees me cause he's saying pet me pet me. This dog gives kisses. We had a storm today and the dog was outside in the rain. no food or water outside.

Flirty, I would definitely be reporting this guy...do it anonymusly via the Humane Society or other local animal rights organizations, or contact your local animal control and ask where/how you can report anonymously.
Something needs to be done about this situation, before something worse happens to this guy's pets.
