Male dog 1yr old.
I took my dog to vet to have neutered and picked up today but he still has his balls.Does anyone anyone know why they
did not remove.

I believe they just leave them in place. They are doing more of a vasectomy, not a castration. Probably so he has something to lick at the most inopportune time for you. Like when the grandkids are over, or the church lady stops by.

They do have prosthetic testicles they can implant for folks that want their dog to appear unaltered. But I assume they would have asked you if you wanted them for your dog. In any case, the person to ask is your vet....

What you are probably seeing is simply the scrotum, not the actual testicles still inside. Or as Vic mentioned it could be that your vet did a simple vasectomy, rather than a full neuter. If the former, the scrotum will eventually pull back up to the body and it will look pretty much like it was never there. This is how most vets these days do it. However if it was(I feel this is unlikely) a simple vasectomy, the testicles and scrotum will continue to look as a normal intact male.
