I have a an 89 Ranger 2.3 liter manuel tranny.When i push in on the clutch it makes a spinning humming like noise and is also hard to get in 1st gear.Some people have told me it's the throwout bearing and others say it is the syncronizing gear.which one is right?

i would expect you have a throwout bearing or pilot bearing making noise and may likely need a new clutch and pressure plate also usually replace all when transmission is removed.
synchronizer can make it difficult to get into gear when moving but not when putting it into gear from a stop.
