Ever wonder why it’s governed? Most of the time it is governed because of the valve train. I would just leave it alone

Could it be the company you work for or the previous owner had it governed for ins. break...?? "keep drivers from speeding"

Could be! It would be a good idea to get a factory manual and see what it says about operating ranges.

It is controled by the computer. Any place (real place) not a little shop, should be able to reset the computer. On the International, I am not sure if you need the password or not, (previous owner should have). If it is required and you can't get it, the shop should be able to burn the computer but hang on to your shorts, $300 to $400 is not uncommon. I have done this several times when I was selling trucks. You tell them you want it set "wide open" . The truck was probably from a fleet and was set at 68 to get an insurance discount.
