Ford F350 Diesel:VacPump or Booster

It's all about the Braking and Stopping my Ford 1990 Diesel F350 Truck. When I stop at over 7 mph, I stop ok. At under 7 mph, The stop petal is hard to step down on and/or the petal won't go down-it takes a long (4-6 seconds) time to start the petal to go down and stop. I have to step hard down to stop. This doesn't happen all the time. This also happens when I'm in reverse. My mechanic replaced master Cyclinder but have same problem. My mechanic says is probably the Vacuum Pump. Could be the booster??? Or???

Breaks

It could be quite a few things. I would check the break valves to begin with. Next check the vacuum supply to the power break booster. If all that checks out it could be the booster.
