79 toyota electrical problem

I've replaced the altenator and the regulator recently. The mechanics told me the new regulator was overcharging my battery at 17 when it shouldn't be higher than 14.5
After 3 regulators I still get the same reading. The guy at the parts store said there must be another electrical problem since I get the same reading every time.
Where should I start looking? I need to get this fixed, I've cut down to driving it twice a week to my night job but I really need to drive it more.

yummm chili-cheeseburger hmmm
ok well start with checking output from the alternator what is the voltage
get back too me and i can find a wireing diagram too go over together
