2003 Ford Ranger making weird noise

I have an '03 Ford Ranger and it has recently started making a strange noise under the hood. A friend tried to help and thought it was the alternator so I replaced it. It was ok for a short trip around the block, but then it started to make the noise again. The noise sounds like a somewhat high pitched wooshing sound. Does anyone have any idea what this could be? I've also replaced one of the pulleys along the belt, though I have not replaced the belt. I was told to spray some wd-40 on the pulley and then start the car, this would help for about a minute and then the noise would start again. I guess it would dry up and that's when the noise would come back. Does this mean the belt needs to be replaced? Another pulley? I am at a loss and desperately need to get this problem fixed. Was trying to avoid having to take it into a repair shop, so am really hoping someone has an idea of what it could be. All replies are greatly appreciated!

What engine is it??? Auto?? Manual??

It's a 6 cylinder, 3.0L, 2WD, auto. Sorry for the lack of info.
