A Ranger problem

I have a 98 ranger with a 4 cylinder and when I push on the accelerator between 1 to 40 miles per hour I get good response but after that it's not good at all. If I floor it it doesn't do any better than giving it a lot of gas. It has a top speed of 65 mph and sometimes will sputter a bit at that speed.

It runs very smoothly.

I think I have a bad catalytic converter.

How do I test it and do you have any other ideas?

Maybe a plugged fuel filter,, Check the fuel pressure under load & the volume of fuel delivery.... Roger
