fuel problem

I have a 96 ford ranger 2.3L. So far I have replaced the fuel filter, oil change, transmission flush, replaced spark plugs and wires, replaced vacuum lines, radiator flush, replaced the timing belt and the serpentine belt, i have cleaned out the throttle body, and the fuel injectors. Yet when i start my truck it idles fine however when i rev the engine it bogs down like it were going to die then it revs the engine on its own. Its only when I first start the truck though. How do I fix this problem?

Also when filling up my gas tank today gas started pouring out underneath the vehicle, when i stopped putting gas in, it stopped spilling. Fuel line is dry, yet gas tank is wet.

Any help would be greatly appreciated thank you

Theres a regulator on the fuel rail. A simple fuel pressure test will allow you to see if that is faulty.

The fuel spilling sounds like the overflow tube is faulty for the fuel spout.
