Question Norcold 8683

I have it out on it's left side right now. It was only cooling to 32-34 F Freezer and 48 F refrigerator.
Before I put this back in 1 question. Should the 3 x 4 " cover around the electric heating element be filled with insulation?

Derek here again. I had my first question answered elsewhere. The unit is back in and cooled down to 16F in the freezer but only to 48F in refrigerator. After 24 hours Freezer warmed up to 38F and refrigerator to 62 F. Ambient temperature about 70F.
I will try hooking 120 up straight to element tomorrow.
I cleaned the new style burner orifice while the unit was out. Can hear it start and run on propane but out of propane until tomorrow. Have been testing it on 120V.
Any ideas?

Seeing how I obviously missed some of the posting, can i assume you removed fridge due to poor cooling and laid it on it's side, instead of upside down? For how long?
