Dodge speedometer

I have a 1998 Dodge Ram 2500 diesel with automatic trans, The speedometer does not start to show speed until the vehicle reaches about 25 MPH. Any thoughts or answers

Vehicle speed sensor (vss) or gremlin in the cluster.

Are there any other signs relating to transmission performance for example? If not and it is all shifting as it should, I would suspect as the tow guy says, a gremlin in the cluster.

Just had to exorcise my speedo/odo. Went dead as Julius Caeser. My speedo's sensor is the output speed sensor in the tranny, but I had no tranny issues so figured it was in the cluster. Cost me $150 to fix - one day service - which I think was pretty reasonable since he also fixed my trip odo that died about 5 or 6 years ago. Pushing 600k miles so got pretty good service out of it.
